What the agents can write

The capability packs an agent loads, grouped by use: a strategy-family pack for the coding agent (how to recognise it, parameter conventions, how to implement, pitfalls and a reference module — a new strategy type is a new pack), the general packs as the fallback, the agent packs for the other agents. Your own packs open from the researcher tier.
